Sam Harper is a Director of Planning at Stantec UK, with over 20 years of experience leading complex planning, regeneration, infrastructure, and development projects across the UK. He specialises in strategic planning, Local Development Orders, major infrastructure consenting, and multidisciplinary project leadership, working with public and private sector clients to unlock sustainable growth and investment opportunities. Based in the South West of England, Sam has played a key role in nationally significant projects including Gravity Smart Campus, the Agratas battery gigafactory, and Hinkley Point C, and is recognised for his collaborative approach to stakeholder engagement, policy development, and delivering successful planning outcomes that create lasting economic, social, and environmental value.
